We have automated issue creation for cluster cloud billing! We need them for:

GCP Cluster Upgrades (every 6 months)
AKS Cluster upgrades (every 6 months) (staggered by 1 month from GCP)
AWS Cluster Upgrades (every 6 months) (staggered by 1 month from AKS)
Updating versions of support charts (every 6 months) (staggered by 1 month from EKS cluster upgrades)

This allows us not forget to do upgrades, while also making sure we don't get overwhelmed with doing them all the time.

Definition of done

Automated issue creation for GCP upgrade done
Automated issue creation for AWS upgrade done
Automated issue creation for AKS upgrade done
Automated issue creation for support chart upgrade done
