Global custom toolbars are included with custom panel creation

Main update:

• Toolbars that are created globally, are now included when creating custom panels
  Tweaks:
• Design menu is now loaded in center of screen
• external workbenches are removed from shipped Ribbon structure
  Fixes:
• Remove custom panel was broken which is now fixed
