The gap analysis draft https://datatracker.ietf.org/doc/draft-peng-apn-scope-gap-analysis/ introduces the differences from the existing work and explained why IPv6 flow label and Detnet could not solve the problem. In theory the management plane could be used, but using the data plane is more straight forwards.
