Create Workflow for Generate Website Script

We need a workflow that triggers when code-soup updates. This workflow should check if the tutorials folder has been changed and if it has, then call the GenerateWebsite.sh script. Alternatively, we can have a workflow that checks the code-soup repo once every day.
