This MR is about initializing msw only for the development mode for now, until there is a use case to enable it for the production mode.
packages/lib/.storybook/preview.tsx does not get the correct process.env.NODE_ENV value because we are not passing the correct mode to generateEnvironmentVariables, now it's fixed.
Context: Vite automatically sets the process.env.NODE_ENV to development or production respectively when running the Storybook or building the Storybook. We just need to pass the process.env.NODE_ENV when calling generateEnvironmentVariables function.
Another issue I noticed - running storybook build doesn't load the environment variables properly, I think it can be solved by changing the second parameter of loadEnv to pass the folder of the .env file. But I don't know why it works for development mode.

Build for the lib and storybook are working correctly.
