quick-n-dirty contract to try to attempt creation of an ICA
based on an idea from a fast usdc review meeting with @LuqiPan @turadg @0xpatrickdev and others:

There's a unit test of the contract.
Here's hoping it's enough for somebody to manually assemble offers to register a chain and make an ICA.
