Summary
This gives the user the option to display a tooltip on the hyprland/window module. The format specified in the 'tooltip-format' option is used for this. If it is not specified, the rewritten window title is shown instead.
This feature is useful for when you specify a max-length and want to see the full title of the window. It fixes #2898
