Provide an offline version

Is it possible to release a completely offline version without the need for the internet?

All the playbook needs internet access for is to download Visual C++ and DirectX redistributables as well as NanaZip. All are tools that most people want to install on their PCs anyway, but no part of the playbook actually depends on them.
If you can get internet access for just a few seconds, you can use it to fool AME's internet connection check, once you get past it and into the next page of the wizard, you can disconnect from the internet and the playbook will install fine without it, although the installation process will stall for a moment. But if you want to install it on a machine with no internet access at all, you'd have to modify the playbook manually.
I don't see why internet access is a requirement instead of a recommendation.

Yes, you are right, internet connection should be a recommendation, not a requirement, and it should be possible to skip the download of Visual C++ and DirectX because these are things that are installed on most Windows and users are familiar with them. I hope the dear developer will consider this.

Do keep in mind Atlas should be installed on fresh Windows installations. Windows does come with DirectX, but the libraries installed by Atlas are for older games, modern ones don't need them. But Windows does not come with Visual C++ libraries.
