Add logrotate configurations

Need to have logrotate configurations added to servers based on application specific log files to avoid server root volumes filling up, so could be useful to add those here.

The tomcat role supports setting up tomcat level access logs. These default to false so they don't trigger on recent tomcat installs. However, if we are going to continue to support them, it would be ideal to setup logrotate rules so they don't flood servers with log files over a long period of time.
