User assertions: Put flag information at the top of each record page #618

I would ideally like to see the flag panel at the top of each individual record page, not buried near the bottom that requires me to scroll down past all of the other fields. If a record has been flagged, then that information arguably becomes the most important element of that record whilst the flag is active.

Even a (red?) visual indicator at the top of the record page to say that the record is flagged.

I think this is for the "User flagged issues" section. e.g. https://biocache.ala.org.au/occurrences/62e61052-0310-4965-b1c2-e3297fd09d84#userAnnotationsDiv

The request is to move this section to the top of the page, immediately above the "Dataset" title and below the "Compare original vs processed values".

The page would look like this example. "User flagged issues" can be a list of both verified and unverified user assertions. Also note that the order of the links on the left hand side are updated to reflect the new order.
