Change message for unsuccessful image upload

Currently the back end always sends a success whether or not images are uploaded, this results in user being told their upload succeeded e.g. in the Angularjs controller imagesController.publishPrivateImage the message is "Your images has been successfully published to the Atlas of Living Australia image library.' There is an error message but it is not being called in this instance.
