Add sandbox like API to spatial-service

The sandbox is still using biocache-store and has not been updated to use pipelines. This task is to have a minimal API in spatial-service to use pipelines for data uploads.

The approach is:

1. spatial-service will have an API for uploading and deleting.
2. spatial-hub Import | Points replaces the sandbox UI.
3. pipelines.jar will be used instead of biocache-store.
4. the latest ala-hub and biocache-service will be used to access the uploaded data.
