* Undisable declaration-property-unit-allowed-list

* Ignore purposely-blank file

* Undisable scss/comment-no-empty

* Fix no-duplicate-selectors in CRM

* Undisable no-duplicate-selectors

* Undisable scss/at-extend-no-missing-placeholder

* Keep selector-id-pattern disabled

* Add changelogs

* Collapse class + placeholder instances into single selector group
