Below are the changes done

1. Updated failing testcase in TestCircuitBreaker
2. Updated spring version in pom.xml for jrugged-examples to avoid bean exception
3. Created new maven project and updated the spring version as 5.1.5 in pom.xml and included a new module in root pom.xml
