Need to pass the safe-version to calculate the safe_tx_typehash #12

When defaulting to the client API (when the TX service is down), the user must pass in the version. Different versions may have different safe_tx_typehash. Right now, we are assuming it's 1.3.0. The safe TX service gives the version, but the client API does not
