What does this PR do?
Add a script and github action to claim PyPI names for all packages present in this repo.
We do this by building an empty wheel for each subdirectory we find with a pyproject.toml file.
We then publish the wheel to PyPI, thus claiming the names.
To be more specific, we will enable the github action to push the packages to PyPI while the PR is open. Once we upload all the packages, we will convert the action to run every night and upload only the new packages.
