What does this PR do?

Provide a data streaming pass on the rabbitmq (management) OOTB dashboard. As the team in charge of monitoring data streaming (DSM) we should have a good idea of what should be included here and help out with the management and curation of these dashboards

Updated and improved the dashboard to have:
Motivation
Better Streaming OOTB dashboards, add knowledge (and, if instrumented, data) of our DSM product
