Bump version of datadog-checks-dev and update tag-release

What does this PR do?

This PR updates the dependency with datadog-checks-dev for the new upcoming release and modify tag-release to retry tagging without fetching tags if it fails.

This PR can only be merged once datadog-checks-dev has been released.

Motivation

We updated datadog-checks-dev (#20292) to fetch the tags before tagging. Once this is released, this PR makes use of it in the integrations-core-pipeline pipeline.
