ee cli update fails on older install (4.0.14)

I have been getting errors (trying to update from 4.0.14) I have tried both ee cli update and ee cli update --nightly Error message in both cases is:

Error: Encountered error while processing create-support-global-containers in EE\Migration\GlobalContainers::enable_support_containers. Exception: Unable to create support container.
Error: Encountered error while processing ee-docker-image-migrations in EE\Migration\Containers::start_container_migration. Exception: Unable to migrate sites to newer version
Error: There was some error while migrating. Please check logs.

Error: The downloaded PHAR is broken, try running ee cli update again.

Any suggestions?

latest nightly fixed it for me.
