Experimental Plasmafox v133.0.4e-1 for Vista+

I was going to skip this and just release 134, but it has a few bugs that I didn't anticipate, so guess I'll release this.

Changes on top of the previous 133.0e build:
Tooltips now show again woo

Haven't tested on XP (OCAPI) nor have I extensively stability tested.

Please let me know what bugs or issues you encounter with it.
