fix: update OpenTelemetry to v2 / v0.200

This is a broad set of breaking changes. I dug through the guide:
https://github.com/open-telemetry/opentelemetry-js/blob/main/doc/upgrade-to-2.x.md

None of these impact us except the additional deprecations to the
semantic attributes - we now have to hard-code some of these.
