This ensures that docker-outside-of-docker works. Because the build context is docker/postgresql, the container is almost never built in practice
Before this fix, the echo was into a local file rather than in the commandline depending on OS

Description
This PR fixes some bugs for which no issue exists. It includes the changes of GH-446. It also lets new developers start quicker using GitHub Codespaces and by introducing some more fixtures. Requires a tiny database migration.
