Clicking Add To Report Doesn't Update Until Refresh

How to Reproduce

Click add to report on the library page view. See it flash.

Sometimes (not all the time), when you click add to report, it won't reflect on the UI until after you actually refresh. you can also end up adding duplicate cards to the current report because of this.

Acceptance Criteria

• make sure state for add to report is updated all the time
• ensure no duplicate cards are added
