Description

This appears to be an issue that only exists on Windows machines.
On digital library cards, the description and tags will have unnecessary scroll bars.
These scroll bars serve no function, yet they will still appear.

Acceptance Criteria

Scrollbars do not show up when they are not needed.
The scrollbars only appear when they are legitimately needed to view the information.

Other Notes

To get to a digital library card, click a building type and a category. Click on any given card and the scrollbars will be visible (at least on Windows machines).
