Adding/Editing Notes in Report Builder

Description

• currently the report builder will only compile notes from the selected standard cards
  - notes will appear on standard’s section in the report builder ONLY IF the original standard card has notes
  - if original standard card does not have notes, then no notes will appear on standard’s section in the report builder
• user can edit existing notes on report builder but cannot add new notes
• we want to have a feature that allows users to add and edit notes in the report builder
  - reason: this feature will allow report builders to customize reports and add special notes for different projects!
• figma designs for this feature can be found in Ready for Dev --> Add new note on figma page

Acceptance Criteria

• User can add additional notes in report builder
• Adding/Editing notes in the report builder should NOT propagate to the the digital library and affect the original notes of the standard card
• Any edits made to notes in report builder should successfully reflect on completed report
