What happened?

not able to find out loop hole in application. it https://passbook.epfindia.gov.in/MemberPassBook/login# in thos otp issue is exist and not able to figure out, when i am trying to login at the OTP send page, user not able to get otp on his personal phone after entering phone number for verification of user it getting the OTP then it is triggering some time after 10 - 15 minutes later.
