Fox cannot tech Kazuya Backthrow

Exactly the title. I tested other characters, they can all tech it. Tested characters are
-Falco
-Wolf
(So it's likely not a fastfaller bug)
-Pichu
(So it's not fox being light)
Sheik
(So it's likely not skinny characters)

The training mode CPU fox in training mod pack can technically tech this, he misses the tech, goes into tech lockout, and then techs again right after LOL
