Implements
EUIDSecureSignalsAdapter, essentially a clone of the UID2 adapter, but using theEUIDManagerinstance introduced in #98.There is a new AndroidManifest meta-data key
uid2_environment_euidfor toggling the EUID environment in the dev app.
