Description of the changes

TSM that does not support AIA must not implement COVI ABI. The Linux kernel will then inject external interrupts using hvip.

  • Breaking change (fix or feature that would cause existing functionality to not work as expected)

How to test this PR?

Manual, run qemu-based hypervisor and then launch Linux-based confidential VM.
