Without this,
Base.isopen(::TCPSocket)will returntrueeven after a [FIN] packet is received, which has the effect of making the connection appear to be available for reuse, only to find that as soon as we try to use it we get a [RST] response. The MbedTLS PR referenced below addresses this issue for TLSclose_notifymessages.See: JuliaLang/MbedTLS.jl#145 (comment) for discussion of how the two are related.
