Set-OWAMailboxPolicy -SetPhotoEnabled Guidance for Exchange Online.

The approach of attempting to control whether users can set their user photos with an OWA Mailbox Policy is known to no longer work.

Instead, the Graph method documented in https://learn.microsoft.com/en-us/graph/profilephoto-configure-settings#configure-user-administrator-support-for-profile-photo-updates is the right approach.

When the Graph approach is used, the user is prevented from updating their profile photo with a new image.
