Issue with route53 plugin

I'm not sure what I'm doing wrong but I have a fresh install of v2.12.3 then I installed the route53 plugin with /app/scripts/install-certbot-plugins route53 and it said it was installed but when I try and add a SSL Cert and select Route53 DNS Challenge I get this error:
"The requested dns-route53 plugin does not appear to be installed"

[dsw-solutions]

Installed 2.10.4 and used "pip install certbot_dns_route53" and that works.
