Add GNU tests

@mvdebolskiy - could you provide some more details about the GNU tests you would like to see in BLOM?

I am not familiar with BLOM configurations, however, There should be at least 1 debug test and 1 non-debug test. I would assume for now, you can just add ERP non-debug test and SMS debug test for a most common ocn-only simulation.

ERP tests fail at the COMPARE_base_rest stage. We have one ERP test in the standard test suite, I'm not sure it makes sense to add one more. Instead, I would like to include some ERI tests with both intel and gnu compilers.
