Externals Update

Issue Description

In order to update NorESMhub/CAM with new tunings and parameterization improvements, update CAM with changes from cam6_4_041 to cam6_4_070.

  • Update OSLO_AERO with any necessary changes to ESCOMP/CAM physics interfaces
  • Investigate moving radiation to RRTMGP.
