Change jobmax on betzy for preproc queue to allow small regional runs of CTSM #53

Right now jobmax is set to 1. So only single-point cases can default to preproc queue. Allow < 128 tasks to be checked out for small runs (since mem-per-spu is already limited to 2Gb).
