after publish to azure app service, theme css files are not found

I'm publishing a basic OC site with a theme to an azure app service to demo something and, although the views in the theme are used correctly, the CSS files are not found. The URL shows the expected path (/themes/themename/styles/theme.css).

Any wisdom on basic site publishing to azure?

Just for clarity, this is with a theme from scratch. The Admin theme works correctly.

If you're running it under Linux, you'll possibly need to add a placeholder file to the wwwroot folder (like placeholder.txt) for it to work in prod.
