[Bug]: LibreOffice could use a file association regedit install script

Prerequisites

• I have written a descriptive issue title.
• I have searched all issues/PRs to ensure it has not already been reported or fixed.
• I have verified that I am using the latest version of Scoop and corresponding bucket.

Expected/Current Behaviour

Before adding the association, I see the below when I try to click a LibreOffice Calc file in the Windows Explorer:

Steps to Reproduce

* install LibreOffice via scoop
* create a LibreOffice calc file with a .ods extension
* use the Windows File Explorer to double-click it
* see

Possible Solution

I've got some progress over at jcrben@c8b6468 and will revisit it when I find the chance
