Issue description

I have a problem when trying to run the debug mode in the Application customizer.
Everything was fine recently, but now it's like this.
There are no errors after gulp serve. Would you help me, what could be the problem? I tried on different browsers (Edge and Chrome).

Followed document https://pankajsurti.com/2021/08/25/error-loading-debug-manifests-debugmanifestsfile/
Used gulp trust-dev-cert command, worked to get rid of "Error Loading debug manifests"
