Field suggestion: Split Rubrics into two parts

Suggestion from the field from a recent observation: Split the rubrics into two pieces:

1. One section that applies to all assignments that covers standards such as: good comments, good variable names, etc.
2. One section specific to the particular assignment that checks those requirements.

The idea is that this first section would instill good best practices and remind students that there are expectations and standards no matter what you're working on.
