create virtual environment from requirements.txt

1. enter the code file repository
2. run main.py from the code file directory

• make sure to change the dataset to either "03" or "10"
• if you dont have a nvidia GPU change the cupy import to numpy
• change the only number in the initialization of "feats" to reduce time
