功能建议

【#重启】修改成只重启后端不重启适配器，或者定义多一个重启相关的指令
本人使用 ICQQ/Discord/KOOK
现在重启会先加载Discord适配器
然后加载ICQQ插件开始登录QQ账号
但因为QQ账号较多需要等很久
等加载完ICQQ插件登录完所有QQ账号后才继续加载其他适配器
例如 KOOK等
且HTTP服务也是在ICQQ加载完后启动（日志提示是这样的）

因为适配器和崽是运行在同一个Node.js进程，这样做可能需要分离子进程，技术实现比较复杂，暂不考虑，后续可能会有
