Fixing failing CI. Packages setuptools and setuptools-scm had incompatible versions.

As we discussed the idea of fixing package versions and updating them continually during development, should we merge this PR before the new release ? It could create a lot of unexpected problems.
Or should we merge before a release candidate as @nrybowski suggested and fix these possible issues before final release.
