The existing cross-policy configuration should be extended to also support the CEL target. This should become the new default, which implicates the removal of the current built-in WASM OPA policies.

- [ ] Implement the CEL Target 
- [ ] Create new built-in policies with CEL
- [ ] Remove current built-in WASM OPA files
