I've moved this to a discussion as you're using an entirely custom image so not really within the scope of being an ARC issue. Additionally, have you read the https://github.com/actions-runner-controller/actions-runner-controller#webhook-driven-scaling section? You almost certainly don't want a duration that low.

Why is it still showing in UI as offline even though I can't see the pod in the k8s cluster, earlier when I was using org runners offline pods were removed from UI
