[Feature] make category note edit window resizable

Pitch: what problem are you trying to solve?

I have a few categories where the associated notes are a bit lengthy. It would be helpful to be able to resize the edit popup window so that I can see more of the text in these circumstances. (There doesn't seem to be any issue with hover display of the text.)
