Reorganize frequency loading and initialization #12

Frequencies are computed, split into "streams", and tracked in roach.py in a very disorganized way. This made somewhat more sense in the the GUI framework with buttons for handling each initialization stage, but it doesn't make sense in the current model. Need to reorganize.
