Create guidance for diagrams #981

Whilst creating a new Diagrams as code page it became clear that The GDS Way does not contain any specific guidance on "diagrams".

Searching for "diagram" gives a handful of results that refer to diagrams but don't provide any guidance on how to create them.

Topics to consider include:

accessibility
types of diagrams
when and at what level of granularity we really recommend a diagram (system level? component level etc)
where to store diagrams
example diagrams to refer to
