Also eliminate the golangci-lint version update toil, since we'd probably rather stay up-to-date with new lints automatically.
The old `build.yml` workflow no longer works.

Whoops, thought I'd already pulled an up-to-date main, but apparently I hadn't. Fixed those merge conflicts. |

Switch from the old, broken
build.ymlworkflow to the newrelease.ymlanddeploy.ymlworkflows.Also some tooling updates and trivial spring-cleaning in the lint workflow.
