Expose a CL banner in admin

This is about the Custom library banner in SK admin. We discussed to do the following:

One-time banner in admin

Show a banner with native styling and a dismiss button in admin area. This should appear only one time.

We just released Custom Library for Elementor. A new way to create your own library of templates. Learn more.

Conditional banner at settings

IF the CL plugin is not active in the user's site, we can display a banner in SK settings page.
