No need to use fetchpatch for non-generated patches from a specific revision of another git repo. Also, replace use of "master" with a pinned commit for another patch

Description of changes
No need to use fetchpatch for non-generated patches from a specific revision of another git repo. Also, replace use of "master" with a pinned commit for another patch
